FG: CAT2 instead of CAT 1 approach capability on PFD without RA signal

Describe the bug

Without valid radio altimeter value (above 5000ft AGL for e.g.) the approach capability displayed on the PFD is CAT 2.

Expected behavior

Approach capability to be CAT 1 instead of CAT 2.

Steps to reproduce

1. Select an ILS approach on the MCDU & receive a valid ILS signal.
2. Press the APPR button on the FCU and observe the approach capability on the PFD.
