Currently, the xharness-runner.apple.sh is run on Helix with elevated privileges (sudo).

This is causing devicectl to complain: Running devicectl with elevated privileges via sudo is unlikely to work properly. Please do not do this.

Investigate if we really need to run the xHarness apple runner with sudo.

This is a dotnet/arcade issue as the script and invocation lives there. I will keep it for reference and transfer later.
